Such accounts are typically offered in tax havens like the Channel Islands, Isle of Man, Gibraltar, Luxembourg, Bermuda, Cayman Islands, British Virgin Islands etc. The UK expat, at least, must use such accounts because a UK based bank of building society will not normally accept an expat as a new customer.
